State Restructure:

  • Facilitating improved collaboration between Medicaid and non-Medicaid authorities or restructuring state department structures to better align with behavioral health needs.


Policy Design:

  • Designing policy solutions such as transitioning from carve-in to carve-out models, developing new hybrid alternatives, and designing 1115 Waivers for effective implementation.


Payment Reform:

  • Conducting rate analysis, designing value-based payment models, implementing Certified Community Behavioral Health Clinic (CCBHC) demonstrations, and developing prospective payment systems to align with state-based models.


Needs Assessment and Continuum Design:

  • Conducting needs assessments, developing strategic plans, and designing care continua with a focus on stepped care to maximize access and equity in behavioral health services.


Quality and Accountability Strategy:

  • Developing strategies to improve provider network accountability while reducing administrative burden through outcome-based measurement approaches.


Data Streamlining and Interoperability:

  • Streamlining data reporting processes and promoting interoperability to facilitate coherent and meaningful data reporting for state monitoring of the behavioral health system.


Training and Technical Assistance:

  • Providing training and technical assistance for clinical transformation initiatives such as behavioral health integration, opioid response, Medication-Assisted Treatment (MAT), and enhanced referral networks.


Collective Impact Collaboratives:

  • Facilitating collaborative efforts among community partners and behavioral health stakeholders to address complex needs and improve outcomes.


Justice-Involved Behavioral Health:

  • Designing and implementing programs addressing the behavioral health needs of justice-involved individuals, including payment mechanisms for sustainable implementation.


Crisis Best Practice and Clinical Model Design:

  • Designing and implementing crisis response systems, including 988 Suicide and Crisis Lifeline mobile services, stabilization programs, and diversion initiatives in collaboration with law enforcement and multidisciplinary response teams.


Public Health and Behavioral Health Integration:

  • Facilitating collaboration and population health approaches to address the full continuum of behavioral health needs, promoting intersections between public health and behavioral health initiatives.
